On my computers, I cannot open any individual “User Account” from Control Panel to change user account pictures, properties, etc., except through safe mode. I set up the OS with each user an Administrator but no passwords for separate users. Also, when I try to click on Start, then Run, and type in msconfig, I get the message “Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.” [nor can I use command line through Start, All Programs, Accessories, then Command Prompt, but for different reasons] Situation: trying to disable MS startup software (as an inhibitor to the download of printer software,) then re-enable the startup software.
